Westley DoddWhenever Dodd thought that he was about to be caught by authorities, he would move locations. This, in turn, would create problems with the police. Every time they received information, Dodd seemed to disappear off the radar. HITS eventually stepped in to help with the flow of information. This later lead to the apprehension of Dodd.
